Local governments exist for the purpose of providing services and public facilities to the people who live within their jurisdiction. The Town of Pittsford is governed by a Town Board, comprised of four Council members and a Supervisor, all of whom are elected at large by the qualified voters of the town.

The Town Supervisor, who is the administrative head of town government, presides at the meetings of the Town Board and may, from time to time, appoint one or more committees consisting of members of the Board to aid and assist the Board in the performance of its duties. A majority of the Board members must be present in order to constitute a quorum for the transaction of business, and the vote of each Board member upon every question is recorded in the official minutes of the meetings. An affirmative vote of a majority of all members of the Town Board is required for the adoption of any action, motion or legislation.

The Town Board's responsibilities include the power to appoint officers, commissions, boards and other personnel necessary to administer the town's affairs; to adopt ordinances and local laws affecting the public health, safety and welfare and to provide penalties for the enforcement of the town; and to formulate overall policy.

Bill Smith

William A. Smith, Jr., Town Supervisor

Bill Smith was elected to the Pittsford Town Board in 1995. As Councilman he played a central role in the Town’s adoption of its Greenprint plan, which preserved two-thirds of the Town’s then-remaining farmland from development. Not long after the Greenprint became final, Bill was appointed to a vacancy in the Monroe County Legislature. Bill represented Pittsford and East Rochester in the County Legislature through the end of 2007, when he stepped down due to term limits. He served as the legislature’s Majority Leader for 6 years, from 2001-2007.

Bill became Pittsford Town Justice in March, 2011. In November of 2013 he was elected as Town Supervisor and was sworn into office on January 2, 2014. Pittsford residents returned him for a second term in the election of 2015.

A lawyer by profession, Bill practiced law full-time for 29 years before taking office as Town Supervisor. Bill earned his Bachelor’s degree at Yale University and his law degree at the University of Virginia Law School.

Naveen Havannavar

Naveen Havannavar

Naveen Havannavar joined the Town Board in January of 2024 following his election in November, 2023. With over two decades of experience as a technology manager, he has a strong background in problem-solving and leading diverse engineering teams, working currently at Paychex and previously at Xerox. He holds a Bachelor of Science degree (BSc) in Mathematics, Physics, and Computer Science, and a Master of Business Administration (MBA) in Marketing & Systems.

Naveen currently serves as the Community Outreach Liaison at the India Community Center (ICC) of Rochester and as a Community Advisory Board Member at WXXI/Little Theater. He previously served as chair of the ICC, as a council member on the New York State Hate and Bias Prevention Unit, and served on the Board of Directors at Webster Federal Credit Union.

Naveen actively promotes community engagement and outreach. He was honored with the Rochester Business Journal's Forty Under 40 award, which recognized his professional success and commitment to community involvement, and is a Leadership Rochester alumnus.

In his free time, Naveen enjoys acting and has appeared in movies, commercials, and at Kalidas theater. He is also a certified pilot who enjoys flying single-engine airplanes. He lives in Pittsford with his wife Kate and their two children, Neel and Leela, who both attend Park Road Elementary School. His family and community are at the center of his life, and he is committed to being a positive and productive member of both.

Cathy Koshykar

Cathy Koshykar, Town Council

Cathy Koshykar joined the board in 2020. She is committed to transparent government and encourages you to contact her via email.

Cathy is an attorney with 20 years experience in commercial and business law (see She has an undergraduate degree from SUNY Geneseo and a law degree from the University of Notre Dame. While at Geneseo, she was introduced to the value of public service as an intern in Congresswoman Louise Slaughter's district office.

Cathy lives in Pittsford with her husband, Roman, and their two young kids, Ellis and Laine.

Kim Taylor

Kim Taylor, Town Council

Kim Taylor was elected to Town Board in 2021. She has been an attorney for nearly two decades and manages the assigned counsel program for the regional appellate court covering 22 counties. Kim started her legal career as a law clerk at the Supreme Court, Appellate Division, and then worked as a Senior Deputy Monroe County Attorney in Family Court. Prior to attending law school Kim worked counseling at-risk youth and women in crisis.

Kim received her Bachelor’s Degree in Psychology with a minor in Women’s Studies from SUNY Geneseo, and her Juris Doctorate from Buffalo Law School.

Kim and her husband Bill Taylor live in Pittsford with their four children – their oldest Matthew is a Pittsford Sutherland graduate and in college, their daughter Olivia attends Pittsford Sutherland High School, their son Robert attends Calkins Road Middle School and their youngest son Luke attends Jefferson Road Elementary School.

Kim has spent her career representing people, listening, and solving problems with compassion and common sense. She ran for Town Board with a desire to serve and represent all residents of Pittsford. Kim encourages residents to contact her directly with any questions or concerns.

Stephanie Townsend

Stephanie Townsend, Town Council

Stephanie joined the Town Board in January of 2018 following her election in November, 2017. She is the president of Townsend Consulting and Evaluation, a Pittsford firm that serves global, national, state, and community organizations with specialization in gender-based violence.

A community psychologist with 20+ years’ experience working with community-based organizations, coalitions, and interdisciplinary systems, Stephanie has worked in public policy and systems advocacy at local, state and federal levels. Her experience also includes development and implementation of community- and school-based sexual assault prevention programs.

Stephanie has a Master’s degree and a Ph.D. in Community and Prevention Research from the University of Illinois. She also has a Master’s in Social Ethics from Graduate Theological Union and a Bachelor’s degree in Psychology and Studies in Religion from the University of Michigan.

Stephanie has been a Pittsford resident since 2007. She and her husband Barney Ricca and their son Joseph live off of East Street near Powder Mills Park. Joseph is a student at Siena Catholic Academy.
